David Toddington
A former Vice President and General Manager of a national Canadian Internet Service Provider with a solid background in policing, David has operated Toddington Internation Inc. (formerly DM Toddington & Company Ltd.) for the past eleven years.
Founded in 1997, Toddington International Inc. has established an international reputation as a leader in the provision of Strategic and Tactical Internet-based Open Source Intelligence (OSINT) support and training services to police, regulatory and other law enforcement related agencies primarily in Canada and the United Kingdom.
David regularly lectures on Internet investigative matters to various police and related agencies in Canada, the United States, Mexico, Asia, Europe and the Middle East, and has developed a number of training programs focused on Internet Technologies as they relate to intelligence gathering activities and ongoing online investigations.
In addition to his teaching at the Canadian Police College, David also instructs on an ongoing basis at the RCMP Pacific Region Training Centre, the West Yorkshire Police Training and Development Centre (United Kingdom), the Justice Institute of British Columbia, the Forensic Sciences Department at the British Columbia Institute of Technology and Centro Internacional de Inteligencia in Mexico.
Among other awards, David has been the recipient of a Royal Canadian Mounted Police Commanding Officer's Commendation for his work in the development and implementation of new police Open Source intelligence systems.
In working with the Private Sector, David maintains a position as Special Advisor to the International Chamber of Commerce Commercial Crime Section in London, England. David has frequently appeared as a guest on the national Canadian television news network, CTV NewsNet. Radio appearances include CBC Radio One, the BBC World Service and CKNW News Radio.
Since 1989 David has held numerous peace officer appointments including RCMP Supernumerary Constable, Designated Law Enforcement Officer (DLEO) with the Organized Crime Agency of British Columbia, RCMP Auxiliary Constable within the Province of British Columbia and Technical Reserve with the City of Moscow Police in Idaho State.
Doug Stead
With a solid reputation as a sound business person and a successful entrepreneur with over 20 years in the high-technology industry, Doug Stead serves as the Chairman of Toddington International Inc.
The founder and president of Tri-M Systems Inc. and Tri-M Engineering, Doug has propelled his companies into highly profitable, multi-million dollar enterprises.
A past-president of the Society for the Policing of Cyberspace (POLCYB), Doug has devoted an extraordinary amount of time and resources for the protection of children and regularly provides assistance to law enforcement agencies in combating the illegal use of technology to facilitate and hide sexual crimes against children. Doug's passion for this arena of criminal human behavior came about through personal experience when a six-year old relative was victimized by a pedophile. Since that time, he has combined his industry expertise and world travel to research and train others concerning the global nature of these types of crimes by sexual predators.
Over the years, Doug has frequently been on radio and TV as a guest speaker, and as a presenter at numerous international, national and local conferences on the subject of child pornography and the adults involved in these types of crimes. He is also an invited university lecturer to pre and post graduates students in psychology, medicine and social work.
Earl Moulton
Recently retired after 28 years of service with the Royal Canadian Mounted Police, Earl Moulton brings to Toddington International Inc. a wealth of senior management and operational policing experience. After a varied career within the RCMP, Earl attained the rank of Assistant Commissioner and before leaving the Force, held the position of Commanding Officer, "F" Division (Saskatchewan).
With a long-held interest in Internet technologies and cyber-crime issues, Earl has been involved in overt and covert computer investigations since 1986, and has been recognized as an expert witness in computer issues by the Courts.
A founder and long time President of the Society for the Policing of Cyberspace (POLCYB), an internationally recognized network of policing and computer professionals, Earl was also the founder and inaugural co-chair for the Canadian Association of Chiefs of Police Electronic Crime Committee. He is currently an active member of the Futures Working Group, a partnership between the Federal Bureau of Investigation and the Society of Police Futurists International.
In addition to his undergraduate degree from Queen's University, Earl holds a Bachelor of Laws degree from the University of Saskatchewan.
Earl is an author, regular lecturer and speaker on issues ranging from Human Rights to the Future of Cybercrime and the role of the Internet in the Open Source Intelligence (OSINT) gathering and analysis process. He has shared his revolutionary theories with interested audiences in Hong Kong, New Zealand, England, the United States and throughout Canada.
Julie Clegg
A former detective with the West Yorkshire Police in the United Kingdom, Julie brings almost 10
years front-line policing experience to her position as Executive Vice President, Toddington International Inc.
With extensive experience in both undercover and intelligence led policing operations and a strong background in the technology field, Julie is responsible for the provision of proactive and reactive operational support to a number of sections within the Royal Canadian Mounted Police as well as other federal government regulatory agencies.
Julie regularly lectures on Internet investigative matters to various police and related agencies at both the RCMP Pacific Region Training Centre and the Justice Institute of British Columbia.
In addition to classroom based training, Julie has developed and now oversees a number of distance learning Internet Intelligence courses that are offered through and accredited by the Canadian Police College, the Justice Institute of British Columbia, the Assets Recovery Agency (UK) and the West Yorkshire Police (UK). To date over 1200 law enforcement personnel in North America and Europe have successfully completed these highly regarded distance learning programs.
Arni Stinnissen
After a 29 year career with the Ontario Provincial Police, Arni Stinnissen recently retired as a Detective
Staff Sergeant and Manager of the OPP's Electronic Crime Section.
With a broad background in the investigation of Electronic Crime going back to the middle 1980's, Arni has established himself as an expert in many areas of IT related crime. In addition to his role as co-founder and inaugural member of the Canadian Association of Chiefs of Police Electronic Crime Committee, Arni was a member of the Federal/Provincial/Territorial Working Group on Cybercrime, a national committee that studied legislative solutions and made recommendations to the federal government on issues around technology-based crime. Arni also served as a member of the Ontario Attorney-General’s task force on Child Exploitation.
Arni is an adept educator, speaker and media commentator on online issues and is passionate about the Internet and its powerful hold on youth. Instrumental in rolling out an educational, computer-based Internet Safety program to all elementary schools in Ontario, he is a leading voice in the call for the education of all users in the security and safety of all things technology and the need to recognize and respond to situations that threaten personal safety.
Dr. Margaret O'Rourke
Margaret O'Rourke, B.A., M.A., M.App.Sci., Psych.D., A.F.B.Ps.S., C.Psychol., is a Forensic Clinical Psychologist and an Associate at Toddington International Inc.
Utilizing her diverse skills in the field of Forensic Psychology, Dr. O'Rourke brings to Toddington International Inc, expertise in the areas of threat and risk assesment as a key component of the broader Internet based OSINT process.
Also currently serving as the Director of Behavioural Science at the School of Medicine, University College Cork, Dr. O’Rourke first completed her Masters of Science degree in Psychological Medicine at Glasgow University and then proceeded to earn her doctorate in Forensic Clinical Psychology at Surrey University in 1995.
Dr O'Rourke is a founder and Director of the RAMAS (Risk Assessment, Management and Audit Systems) Foundation based in the UK, Ireland and Canada. Margaret has published and presented on a wide range of topics and is an Associate Fellow of the British Psychological Society and member of the Psychological Society of Ireland and the American Psychological Association.
Margaret has recently been awarded the designation of Chartered Scientist by the British Science Council.
Dr. Sean Hammond
Dr. Hammond is an specialist in Psychometrics and Forensic Psychology.
With expertise in Psychometric Modelling in relation to risk assessment, personality disorders, sexual offending and the application of multivariate statistics and structured qualitative methodology, Dr. Hammond has been heavily involved in the development of assessment processes for Internet sex offenders and the organization COPINE (Combating Paedophile Information Networks in Europe).
