Key Personnel
David Toddington
A former Vice President and General Manager of a national Canadian Internet Service Provider with a solid background in policing, David is CEO of Toddington International Inc.
Established in 1997, Toddington International Inc. has earned an international reputation as a leader in the provision of Strategic and Tactical Internet-based Open Source Intelligence (OSINT) training services to police, regulatory and other law enforcement related agencies .
David regularly lectures on Internet investigative matters to various organizations in North America, Asia, Europe and Australia, and has developed a number of training programs focused on Internet Technologies as they relate to intelligence gathering activities and ongoing online investigations.
In addition to the Canadian Police College, David also instructs on an regular basis at the Royal Canadian Mounted Police Pacific Region Training Centre, the West Yorkshire Police Training and Development Centre (United Kingdom), the Justice Institute of British Columbia and Centro Internacional de Inteligencia (Mexico) among other institutions.
Among other awards, David has been the recipient of a Royal Canadian Mounted Police Commanding Officer’s Commendation for his work in the development and implementation of new police Open Source intelligence systems.
In working with the Private Sector, David maintains a position as Special Advisor to the International Chamber of Commerce Commercial Crime Section in London, England. David has frequently appeared as a guest on the national Canadian television news network, CTV NewsNet. Radio appearances include CBC Radio One and the BBC World Service.
Since 1989 David has held numerous Peace Officer appointments including RCMP Supernumerary Constable, Designated Law Enforcement Officer (DLEO) with the Organized Crime Agency of British Columbia, RCMP Auxiliary Constable within the Province of British Columbia and Technical Reserve with the City of Moscow Police in Idaho State. David has served as a member of the Canadian Forces Primary Reserve (both Army and Navy) and the Air element of the Canadian Forces Cadet Organizations Administration and Training Service (COATS).
A licensed pilot, David currently is an active volunteer with the Canadian Civil Air Search and Rescue Association (CASARA) and the British Columbia Provincial Emergency Program Air Service (PEP-AIR).
Julie Clegg
A former detective with the West Yorkshire Police in the United Kingdom, Julie brings almost 10 years front-line policing experience to her position as President, Toddington International Inc. With extensive experience in both undercover and intelligence led policing operations, and a strong background in the technology field, Julie is responsible for the provision of proactive and reactive operational support to a number of sections within the Royal Canadian Mounted Police as well as other federal government regulatory agencies.
Julie regularly lectures on Internet investigative matters to various police and related organizations in Canada, Europe and Australia.
In addition to classroom based training, Julie has developed and now oversees a number of distance learning Internet Intelligence courses that are offered through, and accredited by, the Ontario Police College (Canada), the National Policing Improvement Agency (UK) and the West Yorkshire Police (UK). To date over 6,000 law enforcement and related personnel in the Americas, Europe, the Middle East, Asia and Australia have successfully completed these highly regarded distance learning programs.
A committed community volunteer, Julie currently serves as President of the Ishtar Transition Housing Society in Langley, BC and is an active member of Central Fraser Valley Search and Rescue (CFVSAR) where she is qualified as a Ground SAR Team Leader and Swift Water Rescue Technician.
Martin Hurst

With experience as a front-line police officer, a gang-specialized probation officer and high-risk client social worker, Martin is a specialist in Open Source Intelligence (OSINT) and Investigative Social Media Project Management at Toddington International Inc.
Employing his background in both private and public sector Law Enforcement, Government and Non-Profit Social Services over the past 15 years, Martin provides a diverse portfolio of expertise and provides consultation to a variety of police agencies pertaining to OSINT, Social Media Investigations and Effective Internet Techniques. Martin has provided consultation to the US Department of Homeland Security, The Royal Canadian Mounted Police, the US Department of Justice, the Canadian Association of Chiefs of Police, and a host of municipal police agencies throughout Canada.
A sought after lecturer and trainer for many US and Canadian law enforcement agencies and support partners, Martin regularly instructs at the Canadian Police College and the Royal Canadian Mounted Police (RCMP) Pacific Regional Training Centre (PRTC).
During Martin’s 15-year law enforcement career, he frequently brokered relations between levels of Federal, Provincial, and Municipal government toward the creation of social programs for high-risk youth and created a number of new police programs including the “I-RAYL” outreach program.
Arni Stinnissen

After a 29 year career with the Ontario Provincial Police, Arni Stinnissen retired as a Detective Staff Sergeant and Manager of the OPP’s Electronic Crime Section.
With a broad background in the investigation of Electronic Crime going back to the middle 1980′s, Arni has established himself as an expert in many areas of IT related crime. In addition to his role as co-founder and inaugural member of the Canadian Association of Chiefs of Police Electronic Crime Committee, Arni was a member of the Federal/Provincial/Territorial Working Group on Cybercrime, a national committee that studied legislative solutions and made recommendations to the federal government on issues around technology-based crime. Arni also served as a member of the Ontario Attorney-General’s task force on Child Exploitation.
Arni is an adept educator, speaker and media commentator on online issues and is passionate about the Internet and its powerful hold on youth. Instrumental in rolling out an educational, computer-based Internet Safety program to all elementary schools in Ontario, he is a leading voice in the call for the education of all users in the security and safety of all things technological, and the need to recognize and respond to situations that threaten personal safety.
Colin Tansley
A former Director of Investigations and Intelligence with the United Kingdom Federation Against Copyright Theft (FACT) and a former Detective Superintendent with the UK’s Cleveland Police, Colin is an experienced intelligence specialist and instructor with a wealth of investigative experience spanning 30 years.
Colin began his police career with the West Yorkshire Police as a uniformed Constable in 1981 before progressing into criminal investigation, training and intelligence.
A key contributor to numerous training initiatives in the United Kingdom, Colin has assisted in the development and delivery of the National Intelligence and Analysis Training course (NIAT), ANACAPA training, the UK National Intelligence Model and several Covert Policing training programmes.
Colin’s expertise has been widely utilized in his role as Strategic Advisor to both the Police Information Technology Organisation (PITO) and the National Policing Improvement Agency (NPIA) in developing innovative IT solutions for continued excellence in UK policing.
Colin has been responsible for a number of highly successful intelligence-led operations; in 2004, while seconded to the Foreign and Commonwealth Office International Policing Unit, Colin conducted the first intelligence and forensic training programmes for the Iraqi Police Service in Baghdad and Basra. For these ground-breaking training initiatives, the latter developed in partnership with the Czech Military Police, Colin was decorated with a military medal by the government of the Czech Republic.

Howard Clarke

With thirty years experience as a law enforcement intelligence practitioner, Howard Clarke comes to Toddington International Inc having held senior intelligence analysis positions with various agencies in Australia and Canada. For the past decade Howard has specialized in Strategic Analysis and Open Source Intelligence (OSINT) issues.
With extensive experience in tactical, operational and strategic analysis duties, particularly in the areas of organized crime, transnational criminal investigations and trans-border smuggling, Howard has worked with the Royal Canadian Mounted Police as a strategic intelligence specialist deployed on border and port security assignments. He also has recent experience in the development of intelligence program capabilities in Federal Corrections.
Howard has taught extensively on strategic intelligence analysis and open source intelligence in the United Kingdom, Europe, Asia and North America and is a published author on Insider Threat issues.
A lifetime Certified Criminal Analyst, Howard is a member of the International Association of Law Enforcement Intelligence Analysts (IALEIA), the International Association for Intelligence Education (IAFIE) and a former member of the Board of Governors of the Society of Certified Criminal Analysts (SCCA). Howard currently holds adjunct faculty status with Henley-Putnam University in the United States.
