Steve Hess is a Senior Associate and Strategic Security Advisor with Toddington International Inc, bringing more than three decades of experience in policing, security leadership, crisis management, and corporate security. His extensive operational and executive background provides valuable strategic insight to TII’s intelligence education, research, advisory, and risk management initiatives.
Steve has held senior leadership positions in Canadian policing, government, and multinational corporate security organizations throughout North America and the Middle East. His experience spans security governance, crisis management, regulatory compliance, critical infrastructure protection, and chemical security, giving him a broad perspective on the complex challenges facing governments and private-sector organizations operating in today’s global risk environment.
Working closely with Toddington International’s leadership team, Steve contributes to the development and delivery of executive education programs, strategic advisory services, and specialized intelligence initiatives. His practical judgment, operational experience, and collaborative approach help ensure that TII’s methodologies remain relevant, pragmatic, and aligned with the needs of senior decision-makers.
In addition to his work with Toddington International, Steve serves as an Affiliated Expert with CRDF Global and is the principal of a consultancy specializing in chemical security for government and industry. He has authored and contributed to numerous research projects involving policing, private security, and regulated security training, and previously served as President of the International Association of Security and Investigative Regulators.
Steve holds a Bachelor of Arts and a Master of Education from the University of British Columbia, together with advanced studies at the Canadian Police College and the University of St Andrews in Terrorism Studies. His professional interests include security leadership, crisis management, intelligence-informed risk management, critical infrastructure protection, and the responsible integration of emerging technologies into organizational resilience and security strategy.
