David Toddington

Summary

With a career that started during the earliest days of public Internet access over twenty-five years ago, David Toddington is internationally recognized as one of the world’s most experienced Open Source Intelligence professionals.

Combining his unique front-line experience in national security, police, and military operations, with his background as a senior manager in the IT industry, David founded Toddington International in 1997 to provide advanced OSINT training and operational support services to investigative and research professionals around the world.

Backed by an outstanding team of passionate educators, investigators, IT professionals, intelligence practitioners and behavioral science experts, David works internationally with government, NGO and private sector clients, driven by the desire to use OSINT to help make the world a better, safer place. David is adept at conducting complex operations ranging from transnational organized criminal investigations to intelligence operations around sanctions enforcement, anti-corruption, threat assessment and risk mitigation issues.

David serves as an Affiliated Expert with US based NGO CRDF Global and is a member of the Safe Ukraine 2030 Expert Council in Kyiv. David is also a Special Advisor to the International Chamber of Commerce Commercial Crime Section in London and is a Strategic Advisor to Cyb3r Operations, a UK based technology company providing Cyber Threat Assessment solutions.

David has held numerous police appointments including Royal Canadian Mounted Police Supernumerary Constable, Designated Law Enforcement Officer (DLEO) with the Organized Crime Agency of British Columbia, and RCMP Auxiliary Constable within the Province of British Columbia. David has served in both Canada’s Army and Navy Primary Reserve Forces in addition to the Cadet Organizations Administration and Training Service (COATS).

Among other awards, David has been the recipient of a Royal Canadian Mounted Police Commanding Officer’s Commendation for his work in the development and implementation of new police Open Source Intelligence systems.

Cast in the BAFTA nominated, groundbreaking, hit UK television series “Hunted” over its first four seasons, David featured prominently on the program, utilizing his skills as an online OSINT specialist and digital surveillance expert to pursue and apprehend the program’s fugitives.

Outside of his work with TII, David is a Private Pilot (Aeroplane category), a Flight Instructor (Ultralight category) and an Advanced Operations Pilot for Remotely Piloted Aircraft Systems. David is an active volunteer, flight crew member and RPAS pilot with the Civil Aviation Search and Rescue Association (CASARA) and serves as the Provincial RPAS Officer within the Provincial Emergency Program – Air (PEP-Air) in British Columbia.
