David Toddington is the Founder and Chief Executive Officer of Toddington International Inc. (TII), an internationally recognized intelligence education, research, and advisory company established in 1997.
Under David’s leadership, TII has grown from one of Canada’s pioneering Open Source Intelligence organizations into a trusted international provider of professional education, investigative methodologies, enhanced due diligence, digital learning, and AI-enabled intelligence solutions.
Today, TII supports government, defence, law enforcement, intelligence, regulatory, financial, critical-infrastructure, and corporate clients around the world.
David has played a central role in developing TII’s professional reputation, international relationships, proprietary curricula, research methodologies, and multidisciplinary network of intelligence practitioners, investigators, educators, technologists, behavioural specialists, and strategic advisors.
His leadership approach combines innovation with a consistent emphasis on critical thinking, professional judgment, responsible practice, and measurable client outcomes.

By strengthening the capabilities of professionals who investigate, regulate, protect, and make consequential decisions, TII’s work contributes to safer institutions and communities.
David continues to guide the company’s strategic direction while working closely with TII’s leadership, faculty, and specialist advisors to develop new programs, expand digital learning, strengthen client relationships, and respond to emerging intelligence requirements.
A central focus of David’s current work is the evolving relationship between human expertise and artificial intelligence.
He advocates for the responsible use of AI to accelerate research, support analysis, extend professional capability, and improve decision-making—without displacing human accountability, critical evaluation, or subject-matter expertise.

David’s areas of expertise include Open Source Intelligence, digital investigations, enhanced due diligence, ownership transparency, financial-crime intelligence, sanctions enforcement, counter-disinformation, national security, and professional education.
His public-service experience has included appointments as a Royal Canadian Mounted Police Supernumerary Constable, a Designated Law Enforcement Officer with the Organized Crime Agency of British Columbia, and an RCMP Auxiliary Constable, as well as service in the Canadian Army and Royal Canadian Navy Primary Reserve Forces.
He received the RCMP Commanding Officer’s Commendation for developing innovative OSINT capabilities that enhanced policing.
David has also served as an OSINT and digital-investigations specialist on four seasons of the BAFTA-nominated television series Hunted.
His international advisory roles include Affiliated Expert with CRDF Global, member of the Safe Ukraine 2030 Expert Council, Special Advisor to the International Chamber of Commerce Commercial Crime Services, and Strategic Advisor to Cyb3r Operations.
Outside his professional work, David is an active aviator, mariner, and search-and-rescue volunteer. He holds Canadian private-pilot, ultralight flight-instructor, and advanced RPAS qualifications and serves with the Civil Aviation Search and Rescue Association.
