Dean Campbell is a Senior Associate and Human Source Management Advisor with Toddington International Inc., bringing 25 years of service with the Royal Canadian Mounted Police and specialized experience in human-source operations, criminal intelligence, organized-crime investigations, witness protection, and court disclosure involving confidential sources.

During his RCMP career in British Columbia and Ontario, Dean served in source-handling, supervisory, administrative, and coordination roles. His responsibilities included assessing prospective police agents, managing sensitive human sources, supervising intelligence operations, coordinating witness-protection matters, and helping establish the RCMP’s “O” Division Witness Support Unit.

As a human source administrator, Dean managed complex court-disclosure requirements and contentious issues involving confidential-source information. This work gave him extensive practical insight into balancing investigative objectives, source protection, evidentiary obligations, operational security, and the demands of judicial proceedings.

Recognized by the RCMP as a subject-matter expert in human source management, Dean contributed to changes in national policy and was selected to evaluate the professional competency of candidates appearing before promotion boards. He completed the RCMP’s National Witness Protection and Human Source Management courses and has presented at numerous RCMP human source management programs.

Dean holds a Master of Arts in Professional Communication from Royal Roads University and a Diploma in Criminology from Kwantlen Polytechnic University. He supports TII on a selective consulting basis, contributing to specialized advisory and professional education engagements where advanced expertise in human-source management, agent handling, witness protection, source-related court disclosure, and intelligence operations is required. His work is conducted with the discretion appropriate to sensitive client environments.
