Jasmeen Sandhar-Gill is Vice President and General Manager of Toddington International Inc. (TII), with executive responsibility for the company’s day-to-day operations, business development, client relationships, program delivery, and continued growth.
Since joining TII in 2011, Jasmeen has played a central role in the company’s development from a pioneering Open Source Intelligence training provider into an internationally recognized intelligence education, research, and advisory organization.
She works across the organization to translate TII’s strategic direction into practical, scalable, and commercially relevant solutions for clients in government, defence, law enforcement, intelligence, financial services, critical infrastructure, and the corporate sector.
Her leadership helps ensure that TII’s programs are delivered consistently, respond to changing client requirements, and maintain the standards of knowledge, integrity, and excellence for which the company is known.
Jasmeen also plays a significant role in identifying new markets, developing client-focused solutions, and expanding TII’s portfolio of digital learning and professional education products.
A key focus of Jasmeen’s current work is the development and commercialization of TII’s growing portfolio of artificial intelligence, Open Source Intelligence, critical-thinking, and investigative training programs.
She works with TII’s leadership, instructional faculty, and subject-matter experts to transform emerging requirements into structured learning products that can be delivered through live instruction, customized organizational programs, and scalable e-learning.

Jasmeen brings experience in criminal justice, investigations, research, education, and business management to her leadership role.
Before joining TII, she held investigative and research positions with WorkSafeBC’s Special Investigations Unit, Canpro King-Reed Global—now Xpera Risk Solutions—the British Columbia Centre for Safe Schools and Communities, and the Insurance Corporation of British Columbia’s Special Investigations Unit. Jasmeen’s background gives her a practical understanding of the environments in which TII’s clients operate and the need for training that is relevant, defensible, and applicable to real professional responsibilities.
Jasmeen holds a Bachelor of Arts in Criminology and Criminal Justice, graduating with Outstanding Academic Achievement recognition and membership in the Golden Key International Honour Society. She has completed advanced programs in Open Source Intelligence, financial investigation, social-media intelligence, online investigations, and OSINT project management.
