Julie Tillotson is a Senior Associate and Intelligence Advisor with Toddington International Inc, bringing more than two decades of operational intelligence experience with the Royal Canadian Mounted Police. Throughout her career, she has supported complex investigations involving serious and organized crime, financial crime, missing persons, homicide, and strategic criminal intelligence, earning recognition as one of Canada’s leading intelligence practitioners.

Working closely with Toddington International’s executive team, Julie contributes to the development and delivery of advanced intelligence education, research, and advisory services for government, law enforcement, defence, and private-sector clients. Her operational experience ensures TII’s methodologies remain practical, current, and aligned with the evolving intelligence requirements of investigative professionals.

Julie has taught Tactical and Strategic Intelligence Analysis at the Canadian Police College, instructed internationally on behalf of the Government of Canada, and lectured in Criminology and Sociology while completing doctoral studies. She is a frequent conference speaker and recipient of the RCMP Intelligence Program Professional Service Award in recognition of her contributions to Canada’s national intelligence program.

Her professional interests include criminal intelligence, Open-Source Intelligence (OSINT), Social Media Intelligence (SOCMINT), financial crime, critical thinking, and the responsible integration of artificial intelligence into intelligence analysis and investigative decision-making.

As part of Toddington International’s international network of subject matter experts, Julie contributes to the ongoing evolution of the company’s proprietary intelligence methodologies, AI-enabled education portfolio, and advisory capabilities, helping clients strengthen investigative effectiveness in an increasingly complex information environment.
