Norm Wilhelm is a Senior Associate and Investigative Advisor with Toddington International Inc. (TII), bringing more than two decades of experience in Open-Source Intelligence (OSINT), online investigations, and private-sector intelligence. A licensed private investigator and former member of Canadian Military Intelligence, Norm is recognized as one of Canada’s most experienced practitioners in internet-based investigations. In 2013, he was qualified by the Supreme Court of British Columbia as an expert in Open-Source Intelligence and online investigations.

Throughout his career, Norm has supported a broad range of investigative matters, including workplace investigations, threat assessments, insurance fraud, class actions, family law, and complex online research. His operational experience spans military intelligence, human resources investigations, and one of Canada’s largest private investigation firms, providing him with a unique understanding of intelligence collection and investigative methodology.

Norm supports Toddington International on a consulting basis, contributing his expertise to selected investigations, advisory engagements, and educational initiatives where specialized online investigative experience is required. His practical knowledge and analytical approach strengthen TII’s ability to assemble multidisciplinary teams tailored to complex client requirements.
