Peter Gaiger is a Senior Associate and Investigative Training Advisor with Toddington International Inc. and a member of TII’s professional education faculty. He brings more than 35 years of experience spanning information technology, law-enforcement investigations, operational leadership, and adult education. At TII, Peter develops and delivers practical, evidence-based training for government, law-enforcement, and private-sector clients.
A retired Royal Canadian Mounted Police Corporal, Peter served for 17 years in investigative, operational, and supervisory roles. His policing career included organized-crime and drug investigations with the Gang Task Force and Combined Forces Special Enforcement Unit, as well as major-crime and homicide investigations with British Columbia’s Integrated Homicide Investigation Team.
Throughout these assignments, Peter conducted and led surveillance and confidential-source operations in cooperation with Canadian and United States law-enforcement partners. His work on complex homicide investigations included responsibilities as Primary Investigator, File Coordinator, Crime Scene Officer, Affiant, and Witness Handler. He later served as a Watch Commander and Senior Investigator, providing investigative oversight, supporting operational decision-making, and mentoring members across a broad range of policing responsibilities.
Before joining the RCMP, Peter founded and operated an independent information-technology consultancy. From 1998 to 2005, he provided systems implementation, database development, technical support, and security-related infrastructure services to government and private-sector clients. This experience gives him a practical understanding of the technologies, systems, and information environments that increasingly influence contemporary investigative work.
Following his retirement from the RCMP, Peter served as Learning Manager and Inspector at the Atlantic Police Academy. In this role, he delivered professional education in both English and French to municipal and federal law-enforcement candidates and serving officers. His work encompassed recruit and in-service education, instructional and curriculum development, firearms and use-of-force training, and preparing law-enforcement professionals for the operational and leadership demands of their roles.
Peter also brings current private-sector training and consulting experience as the founder of Praeceptor Advisory and Training Inc. Through Praeceptor, he has developed and delivered programs in accountable leadership, operational supervision, duty firearms, field safety, and range-safety certification. This work complements the operational and instructional expertise he brings to TII’s professional education and advisory engagements.
Peter is a law-enforcement firearms instructor specializing in operational firearms and use-of-force applications. He holds a College Certificate with Honours in Teachers and Trainers of Adults from Algonquin College, reflecting formal study in adult-learning principles, instructional design, facilitation, and curriculum development. He is fluent in English and French.
At TII, Peter combines investigative rigour, operational experience, technical knowledge, and sound adult-learning practice to create relevant and credible education for professionals working in complex environments. His approach reflects the belief that effective supervisory authority is earned through competence, consistency, and credibility—not simply conferred by position.
