Professor Cameron “Buck” Rogers is a Senior Associate and Strategic Cybersecurity Advisor with Toddington International Inc. (TII), bringing more than three decades of cybersecurity and resilience experience across defence, government, central banking and global financial services. His extensive executive, operational and academic background strengthens TII’s ability to support organizations facing complex cybersecurity, governance and operational-resilience challenges.
Buck has held senior security leadership roles with the Bank of England, HSBC and BAE Systems. At the Bank of England, he created CBEST, the intelligence-led cybersecurity testing framework developed for the United Kingdom’s financial sector. His work has included the design and leadership of cybersecurity and resilience programs, executive and board-level risk advice, regulatory engagement, intelligence-led assurance and the development of practical security capabilities within complex international organizations.
Today, Buck is Professor of Cyber Security and Digital Innovation at the University of Gloucestershire, Founder and Principal of Poro Advisory, a Cyber Expert with the International Monetary Fund and a Strategic Cyber Advisor to Cyb3r Operations. Through these roles, he advises boards, financial institutions, regulators and leadership teams on cybersecurity strategy, governance, senior accountability, operational resilience and sustainable capability development.
Working with Toddington International’s leadership and international faculty, Buck contributes to selected client engagements, strategic advisory projects, executive education and international capacity-building programs. He regularly supports TII’s cybersecurity programming, delivering specialist content on cyber resilience, insider and supply-chain threats, non-state actors, cyber deception, threat hunting and security operations.
Buck’s practical, risk-based approach complements TII’s established strengths in intelligence, investigations, education and strategic advisory services. His involvement expands the company’s ability to help governments, regulated institutions, critical-infrastructure organizations and private-sector clients understand cybersecurity risk, strengthen institutional ownership and build security and resilience capabilities that work in practice.
Buck holds an MSc in Information Security from the University of Westminster and is a Fellow of the Council of Registered Ethical Security Testers (CREST). He is also a recipient of the Bank of England Governor’s Award.
