Vincent Cook is Chief Technology Officer of Toddington International Inc, where he provides strategic leadership in artificial intelligence, cyber intelligence, emerging technologies, and technology-enabled product development. Working with TII’s executive and instructional teams, he helps translate evolving technologies and threat environments into practical intelligence capabilities, scalable learning products, and operational solutions for government, defence, law enforcement, financial services, and other regulated sectors.
Vincent has served with TII in technology, cyber intelligence, and instructional roles since 2021. His work encompasses advanced Open-Source Intelligence (OSINT), cyber threat intelligence, dark web research, operational security, breached-data intelligence, social media intelligence, anti-money laundering, and analytical technologies. He has also developed and delivered specialized training for government, military, law-enforcement, intelligence, private-sector, and non-governmental organizations.
In his role as CTO, Vincent contributes to the continued development of TII’s intellectual property, digital training portfolio, technology infrastructure, and AI-enabled intelligence methodologies. He assists in evaluating new technologies, strengthening the integration of technical and analytical disciplines, and ensuring that TII’s solutions remain operationally relevant, secure, and adaptable to changing client requirements.
Vincent is also the Founder and Chief Executive Officer of Cyb3r Operations, a UK-based cyber-intelligence technology company providing continuous threat detection, monitoring, and response capabilities. Its work addresses risks including compromised credentials, indicators of compromise, identity theft, social-media threats, corporate intelligence, and deep- and dark-web exposure. Under Vincent’s leadership, the company uses artificial intelligence, machine learning, external data integrations, established threat-intelligence frameworks, and analyst-led methods to improve the speed and accuracy with which potential threats are identified.
Vincent began developing technology ventures at an early age and has since worked across the commercial and public sectors on intelligence-led investigations, cybersecurity, digital risk, and emerging technology. His combined experience as a technology executive, intelligence practitioner, product developer, and instructor allows him to connect technical innovation with the realities of intelligence operations and professional decision-making.
Through his leadership at TII, Vincent supports the company’s long-term ability to develop, maintain, and scale technology-enabled intelligence and training capabilities. His work strengthens TII’s institutional depth, supports collaboration across its international team, and helps ensure that the company’s technical expertise and intellectual property extend beyond any one individual or business area.
