Dr. Cynthia Baxter is a Canadian forensic psychiatrist who has been assessing and managing violent offenders, sex offenders, and severe personality disorders for the criminal justice system, law enforcement, and the health care system since 2002.  She is board-certified in both Canada and the United States, and enjoys collaborating with a variety of different professionals in order to assess and manage difficult cases.

She is also a clinical professor of psychiatry at the University of Calgary, Faculty of Medicine, and has an appointment with the Alberta Review Board for the management of individuals found not criminally responsible for crimes.  Dr. Baxter is a Diplomat of the American Board of Psychiatry and Neurology (DABPN) and a Fellow of the Royal College of Physicians and Surgeons of Canada (FRCPC) with forensic sub-specialty certification.

Dr. Baxter’s interests and expertise focus on risk assessment, violent offenders, sex offenders, criminal behaviour, threat assessment, and general psychiatry.  Her expertise in the field of forensic psychiatry is well-recognized, and she serves as an expert witness at both the Provincial Court and Court of Queen’s Bench levels.  She has sat on multiple committees, expert panels, and provided special consultation to the field of forensic psychiatry.

With a clear passion for the field of forensics and a humour that engages her audience, Dr. Baxter is regularly invited to provide talks and speaking engagements that are informative, relatable, and interesting to a variety of different groups on a variety of topics.

Dr. Baxter has received a number of awards and distinctions from various professional organizations.  The most distinguished award was in 2009, whereby Dr. Baxter was the recipient of the Canadian Psychiatric Association/Council of Psychiatric Continuing Education Award for Most Outstanding Continuing Education Activity in Canada.  Most notable to her down-to-earth personality is the “Best Psychiatrist to be On-Call With” Award (2011) and The Daniel A. Lupin Scholarship (1999) from the Faculty of Medicine, University of Alberta, that recognized her demonstrated level of humanity while providing quality care.

With a goal of ensuring that forensic psychiatry is more accessible in the community, Dr. Baxter opened her community office in 2013.  She has selected a superb and accomplished clinical team to form the Baxter Forensic Group.  Valuing prevention as an important public health goal, Dr. Baxter has also founded a “Prevention Clinic” to prevent sexual offences.

In her role with Toddington International, Dr. Baxter provides threat assessment and cyber psychology consultation services, and develops and delivers specialized training seminars surrounding these topics.

A police officer, now retired after 25 years with the Calgary Police Service, Kathy brings almost three decades of investigative experience and security awareness to her position as Instructor with Toddington International.  In 2009, the Governor General of Canada invested Kathy with the Order of Merit of the Police Forces (M.O.M.), in recognition for her outstanding work in the area of cyber safety and cyber security.

Kathy has extensive experience developing and delivering cyber awareness and crime prevention programs to both public and private sector organizations worldwide.  Her areas of expertise include online fraud, the application of social engineering techniques, child online risk, social media, targeted intrusion, and privacy.

Kathy achieved a Master’s Degree with Merit in Security and Risk Management and is a Certified Protection Professional (CPP).  She has pursued extensive industry-standardized security related training and holds a General Management Certificate and Security Management Certificate from the University of Calgary.  For the past six years, Kathy has instructed Personnel Security and most recently Cybercrime Prevention at the University of Calgary.

Integrating her understanding of police work with her experience in public relations, Kathy has acted as an official police media spokesperson for over a decade.  She has considerable communication experience, is a published writer, and has been a guest speaker at hundreds of security and safety related events and conferences.  As a subject matter expert, she offers consulting services and customizes and delivers presentations for corporate audiences, for high-value target clients, for school groups, and for law enforcement agencies through her personal company KathyMacdonald.ca.

Kathy has been a long-standing volunteer in Calgary on the Board’s of several security and crime prevention community-based organizations.  As a police officer and while serving on the Board’s of ASIS International Chapter #162 and Security Professional Information Exchange, Kathy introduced to law enforcement officers, special agencies, frontline security investigators, and critical incident managers, the incredible advantage of learning open-source investigation techniques from Toddington International.

Robert Maxwell has spent over twenty-five years working in European capital markets as a financial analyst and portfolio manager.  Six years ago, he shifted his focus across to the potential use of Open Source Intelligence (OSINT) techniques in the financial services sector, specializing in monitoring FCPA and OFAC cases, and in building out systems to ingest, filter, and distribute relevant content for clients.

Robert now splits his time between working as a Senior External Advisor on investigating complex international frauds and opaque offshore structures for K2 Intelligence in Madrid, undertaking enhanced due diligence cases for clients, and training banks and regulators in OSINT methods and techniques for their financial crime units.

Robert’s work with Toddington International includes the development and facilitation of OSINT and investigative training courses with a focus on anti-money laundering and financial crime investigation.

Norman Wilhelm is a licensed private investigator with over 20 years of experience in Open Source Intelligence and online investigations.

He is a highly decorated and accomplished former member of Canadian military intelligence, who later worked in the human resource management industry, followed by one of Canada’s largest private investigation companies, specializing in online investigations and research.  The majority of his work over the past nine years has supported workplace investigations, threat assessments, insurance fraud, class action suits, and family law.  In November 2013, he was recognized by the Supreme Court of British Columbia as an expert in Open Source Intelligence and online investigations.

In addition to investigative services, his current work at Toddington International includes research on internet resources, curriculum development and instruction on the topic of online investigations, delivering courses to investigators working at private companies, corporate security units, regulatory agencies, provincial government departments, and federal agencies.

As Vice President and General Manager, Jasmeen Sandhar-Gill is responsible for overseeing the daily operations of Toddington International, both domestically and internationally.

Possessing a varied background in the fields of Criminal Justice, Education, and Business Management, Jasmeen is a skilled online research and intelligence practitioner, with a strong focus on customer satisfaction and business development.

With a career that started during the earliest days of public Internet access over twenty-five years ago, David Toddington is internationally recognized as one of the world’s most experienced Open Source Intelligence professionals.

Combining his unique front-line experience in national security, police, and military operations, with his background as a senior manager in the IT industry, David founded Toddington International in 1997 to provide advanced OSINT training and operational support services to investigative and research professionals around the world.

Backed by an outstanding team of passionate educators, investigators, IT professionals, intelligence practitioners and behavioral science experts, David works internationally with government, NGO and private sector clients, driven by the desire to use OSINT to help make the world a better, safer place.

David serves as an Affiliated Expert around Global Security issues with US based NGO CRDF Global; he is a member of the Safe Ukraine 2030 Expert Council in Kyiv and a Special Advisor to the International Chamber of Commerce Commercial Crime Section in London. David also serves as a Strategic Advisor to Cyb3r Operations, a UK based technology company providing Cyber Threat Assessment solutions.

David has held numerous police appointments including Royal Canadian Mounted Police Supernumerary Constable, Designated Law Enforcement Officer (DLEO) with the Organized Crime Agency of British Columbia, and RCMP Auxiliary Constable within the Province of British Columbia. David has served in both Canada’s Army and Navy Primary Reserve Forces in addition to the Cadet Organizations Administration and Training Service (COATS).

Among other awards, David has been the recipient of a Royal Canadian Mounted Police Commanding Officer’s Commendation for his work in the development and implementation of new police Open Source Intelligence systems.

Cast in the BAFTA nominated, groundbreaking, hit UK television series “Hunted” over its first four seasons, David featured prominently on the program, utilizing his skills as an online OSINT specialist and digital surveillance expert to pursue and apprehend the program’s fugitives.

Outside of his work with TII, David is a Private Pilot (Aeroplane category), a Flight Instructor (Ultralight category) and an Advanced Operations Pilot for Remotely Piloted Aircraft Systems. David is an active volunteer, flight crew member and RPAS pilot with the Civil Aviation Search and Rescue Association (CASARA) and serves as the Provincial RPAS Officer within the Provincial Emergency Program – Air (PEP-Air) in British Columbia.
